Abstract: Restructuring in the electricity supply industry (ESI) broadly involves the process of vertical separation of generation, transmission and distribution functions into separate entities. Research on restructuring in the ESI does not adequately focus on the process of restructuring including the actual implementation and the associated organisational changes. Using the restructuring of Orissa State Electricity Board (OSEB) as a case study, a process framework for restructuring has been developed in this paper. Three phases were identi?ed in the restructuring of OSEB: impetus phase, reorganisation phase and consolidation phase. The process framework developed provides a mapping of the constituents of change across these three different phases in the restructuring process.
