Its objectives are the promotion of rapid employment promotion and the removal of poverty for a regional economy of a developing economy. It attempts to identify the earliest time within a 20 year time horizon when the objective of full employment can be achieved through providing a framework of the necessary resources allocation patterns for broad sectoral groups of the economy as a whole.
