Nokia has to evaluate the options in depth keeping in mind the long term and short term perspective. In order to carry out the recommendations, Nokia initially has to formulate and take initiatives with different stakeholders [government, Rubamin, suppliers] and integrate them. An Integrated communication strategy has to be established.
