In the beginning, this system was meant to serve the requirement of East India Company. However, subsequently they were opened to the public (1774). Later on, an act was passed by which the government was given the sole right to convey letters even in the regions that East India Company had control over. Furthermore, in 1850, as a guideline to the proper working of post offices in India, a report got commissioned from the Crown. It was through this report that uniform postage rates which were dependent on weight, and not weight and distance, was introduced1 .
