dc.description.abstractOver the last two years, growth has slowed down significantly in BRICS and other emerging economies. This decline in growth has been largely unanticipated, based on earlier optimistic forecasts. Accordingly, the explanations are varied, ad hoc and are not grounded in relevant macroeconomic theory. In India, in particular, the dominant and prevailing explanation is of policy paralysis.
