It is one of the nine ' International Start-up Hubs' outside ofthe US. It was also included in the list of top twenty cities with the best startup ecosystem in 2015. A lot of factors have contributed to Bengaluru's evolution into a startup hub. Such factors include government policies, infrastructure development, and favorable market forces over a period spanning more than five decades. Post-independence in 1947, the government decided to develop Bengaluru as an industrial city. The objective was to utilize the geographical advantage with the city for being distant from the national borders, which provides security agai. t external threats. Public Sector Units (PSUs), including Hindustan Machine Tools (HMT), industan Aeronautics Limited (HAL), and Indian Telephone Industries (!!!), were established by the government. Industrial estates were created as part of the national policy to promote small and medium enterprises by encouraging sub-contracting.
